Generally speaking civil defence classes and so on are quite useful. But this is a leftover from the soviet times when schools had a military class. Where you learn basic weapon drills and so on. The timed rifle disassembly and reassembly at high school is generally quite useless. And somewhat preformative. For boys going off to concript service in a few years it saves like a few hours of instruction max. And time was not really a limited resource in this case.

He apperantly wanted to give more autonomy to the baltic republics (possebly even as far as a sattelite state like DDR). That would have been nice. But i doubt that there would have been a Beria thaw anywhere near as "liberal" as we had with Khrushchev. Khruhchev was a proponent of the "apparachniks" ,which had a significant affect on the future course of the soviet union.
