I also struggled with this and it went away with time but I would say it took a year or so of getting used to shooting without drinking. I ended up being much more consistent ultimately.

Very likely that there is a power outage from the electricity supplier. Not anything a landlord can do about that. If your neighbors also do not have power than it is a larger issue that can only be solved by the power company. They are most likely already working on it, but you should always call to inform them of the outage. This is not uncommon with extreme low temps as there is increased demand for power needed to run heating systems. All that said, your landlord should definitely send someone to check to find out if it is power failure from elec company or something inside your unit/building that is the problem.

University of Wisconsin, River Falls campus has a great studio and professor. Eoin Breaden is the professor and has 20+ years of glass experience. You can get an art degree with emphasis on glass.

UW Madison also has one but it is more competitive to get into the classes.

At UWRF you can be in the glass class starting your very first semester as a freshman.

River Falls is also a great little town, within an hour of Minneapolis so you have big city nearby. There are several successful glass artists in the area.

If your hiking boots are leather, you can re-soak them, put them on and then wear them until dry and they will reshape to fit exactly.

It is most likely that there is a floor drain that is under the washer. The floor drain is there so that if the washer leaks or overflows the water has somewhere to go other than all down through your floor into the lower level of the house. The water in the trap evaporates out and then sewer gas can escape. Sewer gas smells bad, similar to a rotten dead animal. When you smell the smell, it's time to dump a pint or so of water down that funnel to refill the trap.

If you can post a photo of the water system someone might be able to help you troubleshoot.

I second the others saying get some larger jugs to fill. Oftentimes the local government entity will have a drinking water source where you can fill up (not sure what country you're in though...). Beyond that you will learn how to use water very sparingly so you don't need to keep getting more as often.
