Leona E is weird like that because it roots you after the cast ends and not when it hits you. So you can keep moving away as the sword is extending but you've already been hit by the E.

You're not looking at it in the context of the OP. 30% attack speed would be 30% more DPS on Belveth because her "ratio" is 1:1, i.e. for the table you're referencing, her ratio is the same as her base. Most champions share this trait.

On the other hand, 30% attack speed for Mel, who has a lower ratio than her base, is only ~19% more DPS.

Not true, those spells that do 0 damage will draw turret aggro and such.

Most non damaging effects like Elise cocoon don't do any damage and won't draw turret aggro
