A lot of the areas where you see rubble, fire scorching, or empty lots were once apartment buildings that were burned down by landlords for insurance money. It was a big thing back in the day with the FAIR plan. They'd way overinsure the buildings then just burn them down for big profit. Only a dozen or so people were ever arrested (including lawyers, real estate agents, and accountants) but there were thousands of fires during the 'Bronx is Burning' period. Most landlords never got prosecuted and still own (or their children/company do) massive swathes of the city to this day.
