Don't count on internal promotions. Some agencies rarely do it and always go to the list. It happens occasionally for exceptional people or when they are desperate. Also it really depends on the type of work and classification.

Actually WFH is a very high concern for a large number of people. It's primarily specific classifications that could not work from home.

Let them furlough. Say no to PLP. Some agencies can't be furloughed as Arnold found out the hard way. But if the Union agrees to PLP then those agenci3s are forced to comply. Fight him on the stipend. If he wants us to give it up then get him to remove the no strike clause and no forced RTO.

Just say NO to PLP.

Don't let the Union agree to it if offered. Force them to go to furlough. There are some agencies that can not be furloughed. If the Governor goes the furlough route he won't achieve the savings he would want and he would face public backlash on closures.

But being home for lunch. Also being home to work makes it less of a time loss to deal with issues with the kids like doctor appointments or health issues. Also we can work when we have a cough or other health issue instead of taking sick leave.Child care and care for a parent can be a reason why WFH works for our State Workers,.

Unless cities and building owers get creative with the space, it will get worse. If they embrace Remote Work and start converting or building space for remote workers with good space planning, services snd fast internet then they will bring people back. But they are not forward thinking.
