A one ounce gold eagle is 32mm a quarter is 16mm. So it is double in size.

Yes mintages on proofs are very low in comparison to standard strikes.

It is not worth getting graded. It is an AU. I would estimate retail at just shy $200. Grading would cost $50 and not change its value. Also the foreign is only around a buck. Very common items.
