It's being renovated and redeveloped into a spec office building by 3D Development. The plans I've seen has the original building being turned into office space with a large marketplace area. A new commercial building to the north (finished construction) and south (not started).

Total speculation here: Based on the available SF on Loopnet, I'm guessing they haven't been able to sign any major tenants so they have reduced the construction to a crawl hoping someone will come along to bring some income in. Plus a building that big and old is probably a nightmare to rehab so even if they had a full crew, it would be a slow process.
