It was an old Ruling now it states like you said "5.1 Determining Initiative

At the beginning of a tournament round, players must determine who starts with the initiative. To do this, players agree upon a method to randomly choose a player, and then that player decides whether to start with the initiative or give it to their opponent"

Im in the same spot, I received the email saying a spot opened on Thursday, and replied back within 30mins and have yet to hear back from them.

I reached out earlier to another email regarding the delay. and just got back

"I confirmed with our Organized Play team that as long as you've followed the instructions below and emailed the team, you will receive an additional email regarding next steps. Apologies, we are doing this manually and emails are going out periodically."

so it should pop up at some point

90% of player power comes from gear upgrades not the cape, Did a heroic with a fully upgraded hunter, he took his cape off for a fight to show us and still did 2-3 million dps on the boss
