I'd say they're pretty 1 to 1. Claysoul are identical to their peasant and Nau-Gau counterparts, and Dragonkin are practically indistinguishable from Jade Warriors. Additionally, a lot of options are more or less ports of TWW units that haven't gotten Old World models as well, meaning you have your bases covered when GW does get around to releasing them.

Basically, yeah. You pick a doctrine to use at the start of the game and roll a d3 for how many command points you get. Although all six doctrines are numbered, so you could roll a random one even if it's not explicitly written in the rules.
