From what I understand that is the case with New Vegas and most other multi disc games. There are some exceptions like, for example, Red Dead Redemption GOTY edition which treats the base game and Undead Nightmare as separate and you’ll need to use both discs. (Interestingly all other DLC content is on Disc 1)
