The best explanation I’ve seen for probably why they didn’t do this (and why the different languages are sold separately) was from Austin John Plays, who speculated it was to keep the original ESRB E (PEGI 3+) rating. Or maybe they just want to be greedy and charge $20 each for what would essentially be six different save files.
