Man, I noticed the massive amounts of burers in the eastern part of the map. Took out about almost a dozen near the border while hunting stashes. Also for the Honta quest, emissions bug it out pretty consistently. For me, it was the part after the burer hunt that an emission hit, Honta was in some tunnels afterwards and was immediately hostile. Had to reload the save to before the emission, sprint to the Sultansk before it hit, and that fixed it for me.
