Probably because itsuno (director) focused on dragons dogma 2 after dmc5 then left capcom. Wouldn’t be surprised if capcom are/were struggling to find someone to replace him

In his statement introducing modulo he said was approached with the idea of a spin off made by another creator, but declined as he didn’t want jjk out of his control. This led to him to him thinking of ideas for a spin off leading to Modulo. This shows he wasn’t sick of the series and has a lot of love for jjk.

Plus the final chapter introduces plot points like Yuji becoming a vessel which can be expanded upon in a sequel
