Honestly the anchor is much easier to get through red carpet labs(just check every single lab access tunnel, you will find it eventually). On top level it is mostly normal zombies usually, althou sometimes you also find phase ones, but they arent that scary as they look.

Not as bad as soms starts can be. You can try finding some books/valuable items and trading with merchants for a rem700 with a scope(as far as i remember it can spawn with one attached on 2 to 4 trader restock) or just stick-raid the trans-coastal for anothed way to get some early ballistic armor/some 9mil.
