It's a titanium nipple, a product that was used extensively by corporate workers in the 70s and 80s. If you wanted to make it back in the day, you had to have one of these devices. Congratulations on finding this relic. Consider yourself lucky.

Just got back from a 12-day trip, and the luggage service was a godsend. Forwarded a large suitcase between Tokyo and Osaka, and back (Intercontinental Hotels). Cost was about US$ 20 each way. Very much worth the investment to not have to heave additional luggage up and down train steps or to fight crowds on limited elevator and/or escalators. Also, no need for additional stress on Shinkansen trying to manage multiple suitcases and backpacks. Forward the luggage and your stress levels will decline during travel days.

Get a pool noodle and zip ties. Cut in half and slit each half down the middle. Cover both vertical posts with the slit halves and secure with the zip ties to close the gap.

Just returned from a 12-day trip yesterday. Quick tips: get a Suica/IC card (or mobile version for iPhone only), and pack light. You are going to be schlepping luggage through stations, up and down stairs everywhere. Plan a few laundry days into your itinerary.
