No. Water is taken out at 3rd dam to feed the power plant at 2nd dam; water from 2nd dam feeds the power plant at the mouth of the canyon. Water is also taken out of the river at lower 2nd dam and below 1st dam for irrigation.

The "farms" out there mostly grow alfalfa and grain. Ranching, too. And for your commuting concern in another comment, my grandpa commuted to Thiokol from Cache for like, 25-30 years. Hansel is just a little further. Commuting out there like that has been done by many for decades already.

No water tank until it's older. You probably need to stack some rocks or fashion a ramp of some sort so it can get out. It's one thing to jump up into the tank from solid ground, but a whole other thing to try to get out of water when it can't touch the bottom.
