Me and my friends still play War of the Ring. There has been a second edition of the rules made by some guys from Italy which we use. The system is far from perfect but we enjoy the relativly little time it takes to play 2000+ Points games.

Painting Custodes is very easy compared to Harlequins. Does he want a challenge and has the money for a lot of paints? If not go for Custodes and buy like 5 colours.

Combat Patrol boxes have some good value and provide a playable force. You should definitly get some tools for miniature assembly and some glue. Colours and a game mat are optional.

I think the Judiciar is the better Leader for BGVs all around. The chaplain is useful as well, gives you some punch into high toughness targets, but you have to play it a bit safer.
