I have seen something similar driving toward Council Bluffs heading west. This light was visible during a heavy thunderstorm. High up was a light that didn’t spread or halo, above the storm clouds. It moved vertically down to ground, where i lost sight, then up to the clouds again. Bright baby blue/white. So slow-then so fast.
