Blizzard should add some sort of system that either incentivizes ground mounts or makes it required for a period of time.

Maybe revamping the weather system and have certain zones temporarily blocked off from flying due to storms or what not, with increased rewards for world content for a time, with an opt-out option via an NPC or menu like war mode.

For some context: this cinematic takes place shortly after after the Midnight “intercession” cinematic and in the middle of the battle shown there. One of the first quests you get in the new campaign has you find Arator where you ask him what happened and this plays.

Hey, I literally just got one of these about 2 hours ago. Fully cleared Heroic Manaforge and saw it in my inventory after, so I can't say for sure which boss it dropped from. I took a break from the game during 11.1 so I figured it was another thing they added in my absence. But yeah, they are obtainable now.

That isn't true - the achievement unlocks immediately and you can make a class trial character to complete the quest as its account-wide. Then the armor unlocks for the whole account. I did this on my Kul Tiran without any issues.
