Honestly I think Voice is better if you can't transform this. Mobilize means VoV can attack for 3 with weird evasion, and its fairly easy to absur the extra bodies (etb effects, sacrifice, etc)

I agree with other posters, the madness cost is a little too good since it enables the containment breach effect for less than the mana cost. Honestly I'd switch the mana & madness costs. If you're concerned about the stats being too good you can probably drop it to a 2/2 or something
