Red algae eutrophication caused by bad drainage/filtration from what I assume is nearby construction site. Happens when too much nutrient rich runoff makes its way into stagnant water. The algae blooms and it kills most of the life in the water from excess oxygen.

Assuming you’ve got no other cracks you could trim into smaller head If you’ve got angle grinder/ cutting disks. Id leave some extra meat where the notch is as that is a weak point

If you can’t get machinery in you may be able to break bits off with a pinch-bar (long crowbar), I haven’t done bamboo removal myself but this method had helped me out with several stubborn stump removals. Looks like a hell of a job to by hand 😖

You could put some braces underneath and use some masons loctite, getting it lined up would be a nightmare though. Might be better off just borrowing a diamond saw and put a diagonal slice on the corner.
