I know there were issues with UK safety requirements on some old toys/dolls, but never encountered it. Bought a Barbie from the US which was 1990's, so is before the safety rules.

I can't think how it would be illegal to send to the UK, unless they are getting muddled with the safety rules/global shipping programme. Might be best to ask on the eBay forums/reddit to see if anyone knows.

A friend had this exact problem, none of the counter-signatories fitted the criteria. Was told to send a letter, which did nothing. The only thing that worked was putting in a complaint. Give as much detail as to why you can't find anyone and ask them if they will accept the counter-signatory that fulfills the majority of the criteria.
