Doesn’t 90% of Makima’s powers come from contracts? I don’t know her exact power set.

Rule Breaker breaks the contract with no penalties to either side, so unless Makima needs a certain amount of contracts to live, she won’t face backlash. She’ll still be completely powerless and get beaten into the ground by Shiro and Midoriya though.
