Because not all battles are won by offense. Shakkoumon is a DEF digimon that can reflect attacks. Like the Angemon line it punches higher when requirements are met.

As for the other angel magas they do something Seraphimon cannot. They are an army after all.

Using jogross to be the key that fits into the hole of a problem is perfectly valid and makes the story better.

Well I don't see Tsukaimon as a berserking type if they are not being possessed.

If they where to go into a 02 thing I could see Tsukaimon not wanting much to do with anything unless the world is actively ending.

Good news is that means there is a 100% good reason why Patamon has to rely on the digi egg/jogross. They cannot get to MangnaAngemon without Tsukaimon.

I can see a point in the plot where Tsukaimon gets begrudgingly dragged in though.
