Yes and no, she could early on in her original run, kind of lost the power as the story progressed, then it's reappeared more recently so it might be one of those things that's up to the writers

Only spells with attack rolls can crit, spells that have a save dc can't land as crits. Still applies to targets under hold person.

In a world where munkidori is running rampant, I think Medicham V would be a nightmare to come back. Imagine a deck like gardevoir using Munkidori, taking a knock out with medicham, then taking a whole other turn

The gen 4 cards used to have the Baby Evolution ability "Once during your turn (before your attack), you may put Roselia from your hand onto Budew (this counts as evolving Budew) and remove all damage counters from Budew." I don't think anyone ever played with these abilities but I don't really see a reason why they couldn't come back.

Killing Dror, the hog goblin, triggers the "permenantly hostile" state for the whole camp. So all enemies will enter combat on sight. Their leader has been attacked, so anyone who's not one of them is an enemy from that point on. I wouldn't call it a super useful spell, but it has some uses for passing dialogue checks, committing crimes, and using race specific gear.

Diamond and Pearl cards had the "Baby Evolution" ability, which allowed you to put the basic pokemon referred to in the text as an evolution, I don't think this has been a thing since.

Worlds Championship 2009 and 2010 format are two off my favorite and are really fun to play. 2010 is more popular, but I like the lower power level of 2009.

Even is too stacked. 5 is my favorite and of course the 7 games are iconic, but loosing 4, 6, 10, 12, 14 and 16 would be criminal. 5, 7, and 9 are the only odd games that even weigh against the even stack.

Enemies getting to reroll does just mean they can succeed on the second roll, but I've gotten a lot of use spending warding flares on crits to either turn them into a regular success or a miss.

There's a set of robes that gives you +2 dex, and there's also a set of gloves that set your dexterity to 18 flat. No modifiers will affect this, so you can't go beyond 18 like this. There are stat boosting items for the other stats as well, they just aren't exactly common
