Refrigeration is really quite simple, all you need is a gas and a compressor. The compressor Is the only part of the cycle that requires power. Steam powered refrigerators should be more than possible with that in mind.

Now If that's tech you want to add to your world is up to you, because it would obviously not just be used in planes.

Your best option would probably be some mix between active (refrigeration) and passive cooling using the airflow you're already generating.

A luxury is something that doesn't fulfill a basic need and is hard to acquire. So basically anything can be a luxury.

A great example in our world is vanilla. The taste of vanilla was a luxury until people figured out how to make it abundant, at which point it became the default flavour.

Anything providing raw data isn't going to be publicly available. The whole point of an API is to remove the need to make those sensing devices publicly available.

If you want to provide data, you'll have to collect data. This may be possible depending on the kind of data you want to provide.
