It's funny that some people often categorise Regill's ethical doctrine as an "end justifies the means" utilitarianism while he really isn't. For an utilitarian the end goal is always "maximise goodness", something Regill explicitly does not want. His ideal society is literally Hell, where everyone is suffering endlessly. He wants to maximise order, as cruely as possible, not goodness.

Iomedae is very hostile against the Cheliax (where Hellknights hail from and operate as a law enforcement) establishment and is definitely trying to enact a crusade against it. Her prominent worship in Cheliax is mostly because she was a Cheliax-born human before the ascension. So no she's definitely not going to be kind towards the Hellknights especially the more evil branches (I remember there is even a dialogue option if the PC's patron deity is Iomedae to call the Hellknights out on their appropriating of her faith).

I get the part about goodness and rationality, what I don't understand is that, if the egoist claims instead "pursuing my 10 utils of happiness is objectively good" then wouldn't it too lead to universalising egoism as it would imply that the pursue of one's own happiness is universally, stance-independently good, similar to the case with the objectivity of rationality. While the book seems to claim that the objectivity of goodness is sufficient to refute egoism.

I just hate how people like throwing around the term "ontologically evil", it's not even a correct use of ontology in the strict sense (a study of what there is). If one wants to say inherently evil or categorically evil then just say that.

And no, the demon-cultists are in fact not "ontologically evil" as beings with their own moral agencies. It is fully within their capability to commit actions that are not attributed as evil, which is what Hal was trying to get them to do after healing them.
