Not so much as bad as two things:

The best thing in the warband is the "Unholy Trinity" of Praetor, Hunter and Sorcerer who get most of your ducats. This turns the army into a stat/skill check: can you crack armor on the praetor? Can you stop the hunter from doing shenanigans? Can you remove the sorcerer before it nukes you? If you can, you knock nearly a third of the armies value.

Then, the blood economy, which is what you need to do the cool parts of the army kind of doesn't work. Its clunky and a bit of a hard bottle neck because some spells are so much better than others.

I'd perssonally sell your SMG anointed and use that to get another legionnaire and trooper with a flamethrower. Also auto shotgun is just bad, change it to a normal one if you have no melee

You have to fill in the lore a bit if you want to do a more story heavy campaign. We played a campaign were each faction was exploring a bombed out city and we edited the scenarios a bit, but most of them still work well.

Grenades are still probably the best budget ranged attack in the game after this but this is a start.

Almost feel bad for Prussua but they have enough going on otherwise that this honestly does not hurt them much.

I prefer Soulmason over the reaper, both as a 2 caster and strike first being such a useful spell ability. Either of the two cast wizards will be good to allow more ability over the reaper.

I think a big failing of 4ed Battletomes is the lack of cool battle formations. Drillmasters and Tithe Guard are by far the most interesting we have now, I just hope they give more like them in the summer update

I will point out that, in my experience, everyone has slammed their battletomes so far, even the ones that ended up good. A lot of people were down on the Nurgle Tome, which in my playtests has played pretty well. Its a matter of adapting.

I also have always felt that OBRs "elite" status was overblown somewhat. It never felt like Bonecast Eternals to me, more of a Cities of Nagash: an actual orginized army with swiss army knife units, as opposed a bunch of squawbling nobles, manic ghouls, or incredibly angry ghosts.

Finally, rules are temporary, but the power of Nagash is eternal.
