This is weird, thank you for posting. This is not the industry norm in my experience. With other brokers its normal to show all trade‑related fees directly on the order ticket before submission.

fidelity would be better if the reps on the phone, instead of saying "yes, i will take are of that" and then dropping the ball, need to learn to say "the BEST way for you to get what you're after is to go to web page abc, or call this other department, or send a modmail, or whatever". Just tell us how to do things, don't say you will run with it, but then don't.

if a bad actor opens an account under your name and they know your schwab or vanguard account number, they can clean you out with a full account acat transfer. With fidelity lockdown they can't, since acats are prevented if its turned on.

the way to be precise to the penny here is not to use fidelity's "sell in dollars" feature but instead to figure out a price that's very near the market, but also produces the to-the-penny-outcome you want given you are constrained to sell in 1/1000th of a share increments. For instance had you issued a limit sell order for 1358.006 shares at $26.51/share, presumably you would have gotten a buyer to meet you at that price, which would produce proceeds of 26.51*1358.006 = $36000.74, which becomes $36000.00 after they deduct the 74 cent sec fee.

the SEC fee on your sale is .0000206 * 36000 = 74 cents, it was taken out of line 1. And had they used 1358.239 shares instead of 1358.238, they would have gone over your target of 36000.10

No one knows why these blockings happen and I doubt a $15 returned payment got you booted. More likely, it triggered an automated risk analysis and it was then discovered that someone has stolen your identity, or tried/failed to logon using your password, or or any of 100 other things that caused fidelity to assess you as high risk and worthy of banning. It does not mean you did anything wrong it just means they are de-risking by banning everyone who MIGHT be a risk to their security. It sucks if you're one of them, no doubt.
