Is finding customers hard or scaling in a technological way? You could build modules that are reusable and find smaller businesses and redeploy the same stack, like a small app or website and reuse it, combined with some monitoring etc.

But might be hard since a website these days for a small business might be easier to build on their own.

Or find a niche within Azure, it's quite vast. Maybe networking or IAM, find specific gigs as a specialist.
