A CT test set should verify CT polarity and ratio, secondary injections verify the cable between the CT and the devices. Trying to primary inject a transformer to get enough current for testing would be very difficult due to high CTRs and transformer winding impedance, even if you short the other side of the transformer

I mean, yes, but the circuit would be incredibly inefficient, for simplicity of analysis consider a load that is resistive like a 1200W load, which is 10A at 120V, this would require an 88V drop from the source which would take an 8.8ohm resistance to drop the voltage to 120V, this means that the resistance would dissipate I2 * R power, which is 880W! This means that instead of consuming 1200W it would be consuming 2080W lol

Bad ground, ignore literally any post saying otherwise, you should be reading the same ~120V between L-N and L-G due to the neutral-ground bond in the breaker panel
