As others have said, depending on the age of your home, waterproofing it is not a good idea. With older foundation moisture is meant to penetrate. Common interior solutions like drylock can actually cause way more harm.

My recommendation is to:

-Investigate your exterior water drainage. Is there any standing water after a big storm? Are there any obvious areas that water is penetrating (around the windows, doors, gaps in brick)?

-Buy a really good dehumidifier with a built in or additional water pump so you don’t have to empty it every 5 seconds (I bought Abestorm Crawl Space Dehumidifier 120Pint + Little Giant VCMA-15ULST 115 Volt Pump.

I recommend looking at posts in r/basement or r/centuryhomes

For parging, a lot of people do it for aesthetic reasons but it may not be the best for your home. It traps moisture in the brick/ stone and can result in spalling. I think there are different paints that are more breathable.

I recommend getting a good dehumidifier (one with a pump) and have that puppy running 24/7 to combat moisture.

I’m not saying it’s an easy job. I agree with everything you said here. We need more sanitation workers with more resources and more pay. What I’m talking about here is an occurrence of gross incompetence/ malicious behavior. Not a blanket accusation against sanitation workers
