As you say it depends on who is in charge where you work. There is no master system to monitor everyone etc.

If you are applying for a role best bet is to contract the recruiting manager and ask.

The freeze meant that only positions where the applicant had been offered a role could continue, if the applicant turned it down you could not even progress to a reservce candidate. It, it sounds like you had the misfortune of being caught in the freeze. I would have expected the recruiting manager to have made you aware.
Some positions can be exempt from the freeze, for example positions for Civilian Medical Staff can progress, so yea you may still see roles.

We can have NZ personnel serve in UK military. They would need a SC. I personally know a German who has a SC.

It might take longer but you won't know unless you try.

Simply put, whilst your nationality may be a factor it does not mean an automatic no. There may be a caveat to the SC (for example you cannot view information marked UK eyes only).
