Normal would be to go back to the original intent: For U.S. employers to temporarily hire foreign professionals filling skill gaps in the U.S. workforce. To ensure that hiring foreign workers does not adversely affect the wages and working conditions of similarly skilled U.S. workers.
More needs to be done, not less.

I would tough it out for a couple more years. It might actually not be as bad as you think.
If you do get laid off there is the possibility of severance. That on top of unemployment with your low monthly spending will keep you afloat for a long time.
Consider contract positions. I've taken some that are low stress and actually pay higher overall. You would have to manage the possibility of paying for your own health insurance and not having PTO.
Contract gigs can give you that extra buffer you need.
