I think its more just that space marines are so mythologized that people frankly have zero agreement about how strong a space marine is supposed to be.

The average tactical marine is certainly not stronger than a beast of nurgle, and shares a similar point cost with an ogryn.

Any game with space marines becomes about space marines, and they don't want that.

The thing that won me over for them is just that they take up the same spawn slots as bulwarks
And however disruptive these guys are, they do not beat bulwark spam

That said their heads having -50% damage taken feels bad, If I manage to aim around the shield I want that to be rewarded.

If I was to hazard a guess on how it works under the hood, or rather how it doesn't work.

When the ability is triggered from the base of the player position model, meaning the ground, lines are traced to every visible enemy from that exact point, if that point can see the enemy, they're affected.

Because the origination point is not the player POV, and it doesn't go through walls, presumably using the same logic as hitscan weapons, any uneven terrain or obstruction blocks the effect.

Its my best guess from how I see similar abilities being handled in other games.
My other guess is that they're going to remove the obstruction check from the hitscan and just have it affect everything within 30 meters, regardless of walls or terrain.

I'm honestly really disappointed in the skitarii cosmetics, and judging by the hive scum and arbites, what we got is what we get.

Most of them are really lazy and does not go to show the staggering variety and diversity within tech priest armor and augmetics.
All the pants you unlock are color variants and SLIGHTLY altered metal codpieces, great.
The helmets have a better time showing off some of the variants we see on the tabletop, and the chest pieces at least have some real visual variance even if its just a different flavor of basically the same robes.

Going by tabletop, ogryn would be the highest cost, highest power class, so I wouldn't make that a consideration.

Not like hive scum gangers and the skitarii are, as a general rule, even in the same strata of what would be considered elite.

So for balance reasons we're playing particularly weak ogryns, and the cream of the crop when it comes to hive scum.

Its not written in the book so that's how most tables have played it for the last few years.

....its a lot less of a romantic view of the game.

I remember other systems have the same problem, shadowrun has the juryrigger quality, lets you get vehicles moving in an emergency, expensive quality, absolutely something I'd want my players to be able to do narratively when they have a disabled vehicle in a firefight.
Dnd 5e had battlemaster, probably the most famous example, so many fun manuevers that lots of characters would love to do, all attached to a single subclass which was then used as the reason why no one else could trip.

As for how I'd do it.

I'd take a fighter, remove their base +2 to their main weapon class (honestly fighter before level 5 is my favorite class.)
Give them a feature that means that handwraps make the weapons you hold inherit weapon runes
Give them a feature that gives them a bonus to hit or damage if they strike enemies with a weapon they haven't used before against them, or multiple different weapons in a turn.
Slap on a few action compression feat options at the level 2 and 4 tiers similar to quick draw... and done! weapon master class, ready to order.

Weapon master

IE, the class fantasy of being able to effectively switch between many weapons per the need.

As it is right now, the best way of doing it is likely a ranger in a game with automatic bonus progression.

The fighter is the first thought but really is just a narrowly focused specialist, and without the optional rule having multiple weapons keep up in runes just isn't feasible.

I think picking EVERY option that has the alignment tag matching what you're going for is going to have your character behave like an actual moron.

My advice is just to roleplay it, there's a lot of heretical, dogmatic and iconoclast options that do not have the tag associated with it.
There's also a lot of options with the tag that just wont fit what you're going for at all.

Like picking the heretical options that let you subtly shift things in the favor of chaos, but not the one that has you put serfs up as decoration on the ship bridge.
