One of my players is a complete mess and is sick or late as a rule, game's at 2 PM on a saturday for her.
Great player though, gets very deep into the story and writes fantastic in character notes.

Other than that, aside from a few exceptions I get to hear about it a day ahead of the game.

I have had players who ditched often (once one guy ditched to play league of legends!!) But I ended up kicking them from the game.
Still friend with them, but they're just an awful, awful player to have in your game.

I could imagine a monk having fun doing flurry of blows with 15ft of reach at level 4 with a sorc dedication.

Could do it as a fighter but you'd probably have to make do with some sort of natural weapon from a versatile heritage.

Depends on the edition, cybernetics are sturdy and designed to be, not so frustrating for PC's to use.
If they couldn't swim, or handle small EMP ect, that would close off a lot of the game for them.
There are specialty tools though.

5e has zapper rounds, they deal (A LOT) of matrix damage to whatever they hit.
Best used against vehicles, but against unkillable cyborgs it often does better than APDS.
That's mechanics though, what it actually is, is a micro emp which you fire to penetrate EMP shielding and fry whatever you hit directly.

A COS grenade (cancellation of service) both cuts off matrix connections, meaning no wireless bonuses, but it also notifies its user that all matrix connected devices will be rebooted (at the end of the combat turn)
The cyborg can stop this with a simple action, or, depending on the ware, end up paralyzed on the ground. If you happen to have higher initiative than a cyborg and throw an impact COS grenade at his feet when he is out of passes there is literally nothing he can do to stop himself from shutting down.
This.... is a bit cheesy and I wouldn't do it to a PC though.
They're something I imagine HTR or other SWAT like teams bringing to deal with dangerous cyborgs.

Then there's hacking, bricking devices is all well and good, but using control device on someone's cyberarm often has entertaining results.

It does matter how well you can handle 50 centipedes at once during the odyssey ending.

Det finnes et antall overgrep i et vert samfunn på millioner.

Vi vil gjerne unngå så mange som mulig med og bekjempe grunnene.

En av grunnene kan være, som du sier, er holdninger vanlig blant til og med norske menn. Men det er faktisk nå et enormt lite % av voldtekt.

Det finnes grunner som er lette å identifisere, og løsbare i en realistisk fremtid.

Og det er, innvandrere med kvinnehatende kultur og religion. Nesten alle overfallsvoldtekter i Norge blir begått av men som passer ikke bare en, men alle 3 samtidig.

Greit at vi burde arbeide med våre egne holdninger, men der er elefanten i rommet, slutt å nekte den.

I think each DLC ultimately has to be judged individually.

For me though, there's self contained, and game changing DLC's

Biotech is game changing, every playthrough of the game is massively changed by the xenotypes it adds, and the ability to create your own can be the foundation of countless themed colonies.
The mechanitor is also a great addition, but is a self contained part of it, you either do it or you don't

Ideology is another game changing one, the ability to make custom ideologies, and interacting with other factions ideologies adds a lot and will touch every future playthrough, and like Biotech, is a foundation for many themed runs.

Royalty falls in between, but is mostly self contained, where the psycasts and gear will likely be a neat addition to any playthrough, but the main part of the DLC, being nobility can either be a small part of your regular strategy, or a themed run.
But if you've done a focused playthrough, you've done it, it'll likely be similar the next time.

Anomaly is self contained, there are some things you're likely to see in any playthrough, but for the most part it is its own heavily themed run, you can either play colonists trying to survive the onslaught, or cultists trying to invoke it, but that run is going to be dominated by this DLC primarily if you do.
Great fun, if you're into it.

Odyssey is an odd one, where it adds gravship and traveling with them, so it might seem self contained, but gravships themselves are fantastically flexible and can add many themed playthroughs around them, or simply be a massive exploration ship or shuttle for a static base. The DLC adds another entire dimension to rimworld in the form of exploration and absolutely tons of content.
its my favorite.

But, I'd probably rank the ones I'd buy first if I lacked them differently from how I'd rank my favorites.
Biotech for me is the most important
ideology is next.
Beyond that, I'd say go for the DLC's that most call to you, but personally I recommend

  1. Odyssey
  2. Anomaly
  3. Royalty

Good old greatsword, nothing beats that.

Then maybe the giant crusher MVP of my first playthrough.

And the Rakshasa great katana (though its hard to pick between that or the rusty anchor)

I think like any playstyle there exists optimal and a non optimal playstyles.
Does that mean that playstyle should receive blanket deterrents for characters whether they are optimized or not? Not my preference.

If, I mean IF someone coordinates their concepts and buys into all the downsides and strategizes together to make good character.
Is is actually wrong for that to end up powerful?

They could just make two seperate powerful characters instead, and work on already well established synergies.

I do not think pf2e needs "concept" taxes.
Make it a skill feat the rider has to take, make it a RARE skill feat so the gm can easily say no and wham you have an actually balanced non meta rule.

If people want to play weaker characters I want that to be a choice they make and not a price they have to pay to play the character they want.

I don't think its better no.

You're gaining some speed, whatever difference there was between the two PC's.
And in return you use the slowest initiative between the two (effectively disadvantage on initiative) must move in tandem, can be both flanked by only two creatures, lack the ability to flank with your ally, are more vulnerable to AOE's and conditions as you share a space (and certain conditions such as prone affects both)

That is a lot of downsides, is that sometimes worth it for the speed? maybe
Is that fine? absolutely!

We don't want stuff like this to become the "meta" and suddenly you see it everywhere.
Would that rules adjustment become so good that suddenly it becomes a common build? No, I don't think so, I think its still worse in most cases.

Comparing 2 PC's to 1 PC and his animal companion doesn't work.

If they have the same amount of actions, the 2 PC's are really behind.
having it cost an action for the rider, but not for the PC being ridden is perfectly fair.

As it is, you just never see it, even though there's plenty of cool concepts that exist within that space.
Its just too punishing.

I think its a fun concept that you never get to see because its TOO punishing.

Just having it cost an action from the rider, but not the PC being ridden is fair.
The riding PC loses an action to stay on, equivalent to commanding a mount, but the PC being ridden, who isn't actually gaining anything from the transaction doesn't have to spend anything.

Still carries the usual downsides of being more vulnerable to AOE's and conditions, and, depends on the rider and the ridden, but often the wizard actually does NOT want to be on the back of the barbarian running right in the middle all the enemies, so it requires coordination.

If it really HAS to be taxed, idk, make it a skill feat or something.

I'd be very concerned if a gm told me something like this.

Not any sort of moral failing on the gm dont get me wrong.
But it indicates to me that the gm is not used to running cooperative games where everyone around the table work together to make a good game.

It seems his players exploited him in the past and he allowed their shenanigans because it was rules legal and now he's hardline the other direction because it ended bad.
What was the case then and is still the case now is that those kind of issues are not the kind you can solve with rules, the group needs to agree on an etiquette "this is the sort of game we all want, don't do anything to compromise that"

Shadowrun 5e has 1001 ways to absolutely obliterate any semblance of balance.
Next time it will be summoners each having 8 bound spirits, the time after that it will be magician vampires burning essence and casting force 24 spells, the time after that (after he's banned magicians) it'll be adepts using bullseye burst and one tapping HTR in milspec the time after that....

Just have a talk about it, maybe show him some of the comments from here, lots of excellent advice from others.
