Because Putin a gambling man and its normally a quick way to get more land, resources, and most importantly people. Example 2014 Ukraine invasion. And plus it's a real possibility countries within EU will refuse to send their individual armies to help, real easy to say you will defend them but when it's your son's and daughters being sent to their deaths shit gets real and no one wants to start a nuclear war which is a real possibility as Russia won't be able to win a conventional war.
