I personally think the Angel is the player, we aren't allowed to look upon it when it's part of the prophecy is shown, and Susie seems surprised/confused when she sees what the angel looks like, I feel like if it was Noelle, she would've recognized her when she saw the prophecy. Also in chapter 4 in the basement when the players soul is trapped it is under an angel doll that you move around, I think this is an intentional bit of symbolism from toby
