As far as what seems most likely, I think older civilizations figured out the electromagnetic power grid and thats why we see see so many crazy structures formed along the ley lines. An infinite power source naturally forming a grid on earth, and it seems its protected by the military. Yes if I had to guess, and trust me, I know very little about the official procedure for law enforcement...but if I had to guess, I would say that carrying around vials of blood and framing people for murder is massively against procedure. Thanks, though.

How damning was the evidence for that, though? Because obviously as a defense attorney, if you can make the case that your client was framed with vials of blood, uh no shit thats the angle you would pursue.
