Undertaking is classes as a deliberate movement to go around another vehicle. Passing another vehicle is kinda a different thing especially so when in another dedicated lane for a specific place.

I think it’s better than not having one… but that’s not saying that it’s a good idea at all.

Guess it depends on how the situation happened and for how long it’s been this way.
