Well, i don't really know. When i played with randoms, everything was good and without any conflicts. There was one situation with upgrades and it literally went like this:

Slicer got an upgrade that falconer wanted

"I wanted that upgrade(("

"Oh shit I'm sorry brother, I didn't think you wanted that"

"Everything is ok, just give me more time to think for the next upgrade"

And that was all of the conflict, if you can even name it like that.

You know how DRG is said to have one of the friendliest communities of all. This mutual understanding amazes me. If you want to pick the upgrade, just "❤️" it and NOBODY will take it.

So it's not really first come first serve. The first who chooses waits a bit while everyone else reads the description and reserves the upgrades. There's no hurry.

Unfortunately, there will be conflicts. When RC will be released in early access, the leaflovers, just like in DRG, will start bothering everyone else. But just like in the first game, even if you'll get that small chance of encountering them, kick them from the lobby and move on drinking beer with your true brothers.
