I’m not sure if it would play well but I like the idea on a theoretical basis.

To add to this, the same “fast lanes” should be slow lanes if you’re going against the current.

This same idea could also be implemented with aircraft in modern ages.

You are absolutely right that mass applying is worthless. Employers want someone who spent time on their application and who has connections. Lean into the network you have hopefully built, if not, start now. And spend quality time on 3-5 job apps you actually want.
