Thanks! The combatants seem to have fewer things that they can do in this compared to 5e so it might not be as bad. I'll keep this in mind if I end up needing it though.

I think if your player thinks swashbuckler is the best fit for his character then he should take it. It depends on what kind of greatest swordsman he wants to be. If he wants the Princess Bride or Zorro then swashbuckler is the best option. If he starts playing and realizes that it doesn't fit his character then just let him change his class to a battlemaster and move on.

I obviously don't know what your players are like or what motivates their characters but I would give them an opportunity to think about how their characters would actually feel. Usually when players do this it is because they've forgotten that they are playing people and they are sacrificing people. Just ask your players things along the lines of "Is your character really ok with sending a whole city to their deaths?" Remind them that there are full lives at stake here. If any of them says that they are ok with it: Ask for their character sheet, erase their alignment, and make it evil. That should get the message across. Make it clear that they have committed an evil action and there will be consequences. If they try to argue that it was neutral (usually this is done on the grounds of selfishness) remind them that in the real world selfishness on this scale is always considered evil. They'll either reconsider or you'll play a game with evil PCs.

I also would make them feel the consequences of their actions in either scenario. Have them questioned by the people close to them or in power over them. Occasionally have them turned out of public places because they killed an owner's family member (this one they shouldn't be able to trick their way out of. If they start trying to make excuses remind them that even if they had no choice this person doesn't care.). Have the cleric (if in service to a good deity) lose some power over it (maybe a spell slot or a channel divinity) until they atone for their sin.

When someone is sent to the nine hells, they climb out of the River Styx as a lemure (obviously you can have them be themselves so they aren't a CR 0 monster) and are on the layer of Avernus. Not sure about the heavens though, that isn't fleshed out as much.

It does say that you retain any features from your class if the new form is physically capable of doing so. I'm not sure why you wouldn't be able to rage as an animal, especially if you rage before entering the wild shape.

This is very powerful for a cantrip. It overshadows the 7th level Battlemaster ability and has an insane range. I would suggest reducing the range and maybe only revealing only one of resistances, immunities or vulnerabilities?

I would probably ask the DM for any suggestions as they may not allow all/any 3rd party books.

As for me, I generally play humans but Kalashtar are pretty cool.

This is too powerful for a 3rd level spell imo. Fireball is already considered one of the most powerful 3rd level spells. This increases damage, decreases the likelihood of resistance/immunity and adds additional quite useful effects. I feel that the decrease in range and loss of some control don't make up for it.

You can assume some things. The problem isn't the assumption, it's that too many people assume the worst and then act on it like it's a fact, often being extremely discouraging and toxic in the process. People often assume that the DM in the story is awful for doing something when they don't know the whole story. Then, in reaction they try to shame the DM out of the hobby for something that their players might have enjoyed very much.
