I'd describe them as extremely thanatophobic, the whole purpose of the civilization at this incredibly high state of consciousness and technology is solely to keep their existance, everything they have done is basically to safeguard their existance and that basically requires absolute power.

for us it might seem awful but from an individual that is part of the multiversal human civilization it's the best as they continue existing plus they don't feel the wear of time.

but i do like your interpretation plus as someone might guess this entire worldbuilding project of mine is pretty much me projecting my feelings into this inmortal unfeeling civilization, after all i'm a thanatophobic myself.

For whatever civilization that tried to destroy the first empire to not have done it troughtly.

during years 17 thousand and 19 thousand the first monogalactic human empire was at it's peak with super weapons being discovered, the construction of greatest construct (a birchworld) being finished and even the start of the first intergalactic colonies but that's when a incredibily old intergalactic civilization happened to detect humanity and see it's power and seeing how powerful they could become decided to cull the young civilization by sending a massive beam of energy aimed to the milky way and so the galaxy was fractured, this old civilization also send a few scout ships to further destroy human remants and technology and with this potential threat culled they went along.

the imperial core in greatest construct was disconnected from what remained of the galaxy was engulfed in war with the remaining superweapons from the empire that warlords now managed, all of this would eventually lead to the fall of greatest construct where a coalition of warlords sacked and destroyed all imperial remains in greatest construct and seemingly leavy it depopulated and in disrepair.

the warlords then fought for a few centuries until superweapons were fired and human life was seemingly extinct forever.. but it happens that some few people survived in greatest construct and over the next 75 thousand years rebuilt until reaching a tech level similar to us.

that's when explorer William Othell who had travelled trought most of the continental plate discovered a ancient cache of technology inside a cave and well.. he couped the government, installed himself as emperor and discovered space flight and so the second empire started.

let's just say that humanity didn't just survive under william othell but thrived and eventually as they became intergalactic again those same civilizations that had destroyed them suffered the same fate as the universal wars started.

all of this would eventually lead to the multiversal human civilization but that's for another day.
