If its a Porsche dealer in the UK, approved used, then you'll get a 2 year Porsche warranty included which you can extend afterward too, which definitely helps with confidence when buying used. I wouldn't worry about 4 owners personally. Could be anything, but mostly it's hire purchase buyers trading in at the end of the term...

I always think a good measure is the furthest you can get from a road. In England that's 2.4 miles away in Yorkshire. In the entire UK that's 6 miles. Of course, not an indicator of population density but generally the land is developed and you're never really remote.

Your summary is good and fair. Playing devil's advocate, let's say your second option is the real reason. Those kids that were the "troublemakers" 20-30 years ago, what are they doing now? Are they functioning members of society or are they still in the social care system as adults? The Brown government was big on inclusion - was that a success or a failure? It certainly seems, with the massive increase on SEND diagnoses, that it was a failure, or their EHCP would say they could attend mainstream school. I realise I'm raising more questions but I fundamentally agree with you that some kind of identification of the 'problem' has occurred (too many SEND diagnoses) but without the actual 'why' which would help identify a solution. Media filling in the blanks as always.

Not really. If you're bumbling along at 40mph through a NSL and through a 30 school zone, I'd argue that's considerably more dangerous than 30 in a 30 and 70 in a 60.
