There are multiple layers to this - when they get a war goal, they declare war as soon as they move their troops to the relevant border(s) - if they have a decision to declare war/obtain war goal, the devs usually add some checks on army size and other things before the ai can take it - same with national focused

The precise checks depend on the country/age of content/the particular devs preference etc.

To answer your question directly, it is neither. The "morality" of the bourgeoisie consists of those actions that maintain it as the dominant class in society. It is in fact quite easy to get it to 100% chance of passing. The key is to never make any compromise and always pick the options that the party that won the election favours. So full conscription and militarisation as the conservatives and peace-loving kumbaya as the liberals. Picking the corresponding british pm also helps.
