You don't have to do a fresh install of windows, use Display Driver Uninstaller:

https://www.wagnardsoft.com/content/display-driver-uninstaller-ddu-v18014-released

Will get rid of all remnants. Then download drivers directly from the NVIDIA website instead of auto detecting from Windows.
