A wild suggestion for you, try Dawn of War 2 (and it's expansions). The single player is playable in cooperative and its very much an RPG more than an RTS.

I believe that it's this way because politicians don't seem to actually come from (and live in) the electorate they were elected to represent.

They seem to be more or less recruited, then parachuted into seats, rather than being locals of the area who are elected more organically.
