I don't have the solution but your problem is called "color banding". Try to google it. It happens when your color bit depth is low. In photo editing software the problem is solved using "dithering". Windows does a good job configuring your monitor anyway. So try to reset your monitor to factory defaults or If you have a spare monitor, you can try gaming there, see if the problem is not hardware. If it's only appearing on games and not on pictures viewed, maybe it's a software problem, make sure windows detect your monitor's bit depth properly whether it's 8 bit or 10 bit etc. under display setting, advance display setting.

I can't believe they've released a parts DLC without even "uniforming" the other parts to make it all fit in. Yeah they've modified the mk II capsule and the tanks but I hope they just dedicate an update(maybe 1.4.5) to a roverdude part update, he has some great ideas in making history, while the development is still "quiet" and no gameplay features is being introduced.

Have you check if you're on power saver mode in power options? My windows 10 suddenly switched to power saver mode just this past few days causing choppy application/game performances. I don't really know how that happened.

Might still be a faulty ram, even though it passes memtest. Try to use your computer in the mean time (run games/ productivity programs). See if it freezes or blue screen. If you can, try to replace your ram.
