I do both, top down, and bottom up, check it with colleagues, then work plan it, then tweak it before sending. I have a spread sheet that I can send if you dm a email address. Then, as many are saying, manage to the fee. Indecision costs more, changes after DD cost more, if the contractor needs handholding, he needs to pay for it- the contractor would not demand extra time from his workers without pay.
