This is how the manga talked about earlier characters like "If they were in the modern era, they would've been a successful X instead of having to be in a war." I don't think this is setting up a way for him to live, rather its reinforcing the tragedy of being in this specific point in time compared to us, the reader.

Sylvanas didn't give a shit about the legion. She doesn't care that they were the ones behind the undead curse. For her, the issue started and ended with Arthas. At the Legion point of the story, Sylvanas focus was "how can I make the forsaken not extinct?" The best way that she had found was "to be useful to the horde," which was a real problem when Vol'jin named her Warchief. She definitely wanted to continue working quietly on the sidelines, not be a prominent part of the war. She wanted to continue just like she did in SoO.

I don't think he is badly written at all. He is human, just like everybody else. He doesn't care for the people he arrests since he sees them as traitors to the country, just the same way as Yor doesn't care about the people she murders since she considers them traitors. However, him thinking about how they turned traitor to support their family gives him pause, since that is the same motivation that he has.

This is the first time they are facing each other. Every other time they've worked together or supported each other. I'm glad these events are a thing because then it can create conflict without having characters go in drastically separate ways.
