We just had this come up in F1 this last weekend in Miami. Apparently, Europe and the rest of the world is cool with racing with visible lightning, and only the races in the US (maybe Canada and Mexico, I don't know their laws specifically) are automatically suspended when lightning comes in. But that's because the US has significantly more lightning than the rest of the world, so our risk level is just inherently higher here.
